Invitation To Bid

Sealed bids for the BOB CHISHOLM COMMUNITY CENTER MAIN HALL REFRESH will be received by Dale McDowell, Public Works Director for the City of Seaside, at 989 Broadway, Seaside, OR 97138 until 2:00p.m., Pacific Time, on July 12, 2018 at which time and place they will be publicly opened and read aloud. All bidders shall submit, in a separate, sealed envelope, within two working hours of the bid opening times, on the bid date, a completed First-Tier Subcontractor Disclosure Form in compliance with ORS 279C.370.

In general, the nature of the project consists of demolition/updating wall coverings (wood paneling/drywall) in the Main Hall of the Community Center. This also includes updating window treatments (Roll-up Shades). There are electrical fixtures demolition and replacement (lighting upgrades). A small drink bar to be removed and all plumbing to be capped.

Permits: The Contractor shall procure all permits and licenses, and give all notices necessary and incident to the due and lawful prosecution of the work. City will pay for Mechanical, Building and Plumbing permits, as needed. Contractor is responsible for all electrical permits (procure and payment).

Contract documents may be obtained from City of Seaside, 989 Broadway, Seaside, OR 97138, beginning, June 15, 2018. Please include mailing address, email address, telephone and FAX numbers with request for Contract Documents.

All bidders shall comply with the provisions of ORS 278C.800-870 [workers on public works to be paid not less than prevailing rate of wage for projects over $50,000.00]. Contractors submitting bids are required to be registered with the Construction Contractor’s Board.

There will be MANDATORY pre-bid meeting for all bidders planning to submit a bid on June 28, 2018, starting at 10:00a.m. in the BOB CHISHOLM COMMUNITY CENTER. This pre-bid conference is mandatory and any statements made by the City’s representatives at the conference are not binding upon the City unless confirmed by written addendum.

Bid security in the amount of not less than 5% of the bid must accompany each bid in accordance with the Instructions to Bidders. The City reserves the right to reject any bid not in compliance with all prescribed public bidding procedures and requirements, and may reject, for good cause, any or all bids upon a finding of the City that it is in the public interest to do so in accordance with ORS 279C.395. The City reserves the right to waive any bid irregularities or informalities.

No bidder may withdraw or modify the bidder’s bid after the hour set for the opening thereof, until after the lapse of 30 days from the bid opening.
