Notice of Planning Commission Public Hearing

On Tuesday, August 7, 2018, at 7:00 p.m., a hearing will be held by the Seaside Planning Commission at Seaside City Hall, 989 Broadway. They will be reviewing the following request:

18-047VRD: is a conditional use request by Kruparao & Joseph Kancharla for a four (4) bedroom Vacation Rental Dwelling Permit with a maximum occupancy of not more than ten (10) people over the age of three. The property is located at 2061 S Franklin (6-10-28AB-TL 201) and it is zoned Medium Density Residential (R-2). The review will be conducted in accordance with Article 6 and Article 10 of the Seaside Zoning Ordinance which establishes the review criteria and procedures for a Conditional Use. The specific review criterion for Vacation Rental Dwellings is included in Section 6.137 of the Ordinance.

18-054PCR: A request by Kan Masudur to allow 60% of the required parking spaces to be developed as compact parking spaces. The property is located at 250 1st Avenue (T6, R10, 21AB-TL9400) and it is zoned Resort Residential (RR). The Seaside Zoning Ordinance allows 30% compact spaces without Planning Commission authorization. The review will be conducted in accordance with Article 4.129 and Article 10 of the Seaside Zoning Ordinance that establishes the review criteria and procedures applicable to the requests.

18-055CU: A conditional use request by Randall Killion to develop a 4-plex within general commercial (C-3) zone. This building will replace a single family dwelling that recently burned down at 719 Ave S (T6-R10-21DD-TL: 7900). The review will be conducted in accordance with Article 6 and Article 10 of the Seaside Zoning Ordinance which establish the review criteria and procedures applicable to the request.

18-059VRD: is a conditional use request by Shawn Lewis for a two (2) bedroom Vacation Rental Dwelling Permit with a maximum occupancy of not more than six (6) people over the age of three. The property is located at 446 15th Avenue (6 -10-16DA-TL 6600) and it is zoned Medium Density Residential (R-2). The review will be conducted in accordance with Article 6 and Article 10 of the Seaside Zoning Ordinance which establishes the review criteria and procedures for a Conditional Use. The specific review criterion for Vacation Rental Dwellings is included in Section 6.137 of the Ordinance.

18-061SV: A sign code variance request that will allow the Times Theater to provide a 4 foot projecting sign above a marquee sign that will project 4 feet over the sidewalk at the corner of Broadway & Columbia. The subject property is located at 133 Broadway (6 10 21AC TL: 2601) and is zoned Resort Commercial (C-2). The review will be conducted in accordance with Section 155.94 of the Sign Ordinance and Article 10 of the Seaside Zoning Ordinance, which establishes the review criteria and procedures for a sign variance.

A copy of the application, applicable criteria, documents, and evidence relied upon by the applicant are available for review at no charge. Likewise, a staff report will be available for inspection 7 days prior to the hearing. These materials can be reviewed at the Community Development Department, 1387 Avenue U in Seaside. Copies of these materials will be provided at a reasonable cost.

All interested persons are invited to attend the meetings and submit oral testimony in favor or in opposition to the request. During the hearing, individuals that wish to offer testimony will be called to a microphone by the Chairman of the Planning Commission and asked to state their name and address for the record before they testify. Written testimony is also welcome and will be submitted to the Planning Commission at the time of the hearing. Comments may be delivered to the Community Development Department located at 1387 Avenue U or mailed to 989 Broadway, Seaside, Oregon 97138. A copy of
the application, applicable criteria, documents, and evidence relied upon by the applicant are available for review at no charge. Likewise, a staff report will be available for inspection 7 days prior to the hearing. These materials can be reviewed at the Community Development Department. Copies of these materials will be provided at a reasonable cost.

Failure to raise an issue at the meeting, in person, or in writing, or failure to provide sufficient details to
afford the Planning Commission and the applicant an opportunity to respond to the issue may preclude
